Cooperation agreements are managed according to the following rules and guidelines: the IHS does not require matching funds or participation in the costs of grants or cooperation agreements. The public health service strongly encourages all beneficiaries of subsidies, cooperation agreements and contracts to create tobacco-free employment and to promote the non-use of all tobacco products. In addition, Public Law 103-227, pro Children Act 1994, prohibits smoking in certain institutions (or in some cases in any part of the institution) where children are exempt from regular or routine education, library, day care, health care or early childhood development services.
