Cooperation agreements are managed according to the following rules and guidelines: the IHS does not require matching funds or participation in the costs of grants or cooperation agreements. The public health service strongly encourages all beneficiaries of subsidies, cooperation agreements and contracts to create tobacco-free employment and to promote the non-use of all tobacco products. In addition, Public Law 103-227, pro Children Act 1994, prohibits smoking in certain institutions (or in some cases in any part of the institution) where children are exempt from regular or routine education, library, day care, health care or early childhood development services. This is in line with the SHH`s mission to protect and promote the physical and mental health of the American people. The continued non-submission of the necessary reports may give rise to any of the following: (1) the imposition of specific provisions relating to the allocation of provisions; and (2) non-funding or non-allocation of other eligible projects or activities.

This requirement applies whether the breach is due to the failure of the recipient organization or the person responsible for reporting. Under the DGM Directive, all reports must be submitted electronically by attaching them as a « Grant Note » in GrantSolutions. This section applies to all recipients who claim reimbursement of indirect costs (IDC) in their application budget. In accordance with the HHS Grant Policy Statement, Part II-27, IHS requires applicants to apply for an IDC collective agreement and submit it to DGM before DGM awards a prize. The collective agreement must be drawn up in accordance with the cost principles and guidelines in force provided by the supervisory authority or the knowledge. An updated sentence shall cover the grant activities applicable in the budget period of the current grant. If the current collective agreement is not retained by the DGM at the time of allocation, the IDC part of the budget will be limited.
